
Zelenskyy signed a law on increasing the excise tax on tobacco products

Volodymyr Zelenskyy signed a European integration law regarding the revision of excise tax rates on tobacco products.
President of Ukraine Volodymyr Zelenskyy signed the European integration law on amendments to the Tax Code of Ukraine regarding the revision of excise tax rates on tobacco products (register No. 11090), according to the parliament's website, writes UNN.

"24.03.2025 - returned with the signature of the President of Ukraine", - stated in the message about the status of the document.
As noted in the explanatory note to the draft law, its adoption will ensure the harmonization of Ukrainian tax legislation in the field of excise taxation of tobacco products with the norms of EU legislation in order to implement the Association Agreement.
It envisages:
- a gradual increase by 2028 of the excise tax rate on cigarettes, with a simultaneous equivalent increase in such rates on tobacco and industrial tobacco substitutes;
- excise tax rates on tobacco products will be measured in euros.
People's Deputy from the tax committee Yaroslav Zheleznyak published a table of expected changes:

The implementation of the draft law, as indicated in the explanatory note, will result in an increase in budget revenues due to additional revenues from excise tax on tobacco products in 2025 in the amount of about UAH 612 million, in 2026 - UAH 5,001 million, in 2027 - UAH 9,379 million, in 2028 - UAH 13,852 million.
According to People's Deputy Zheleznyak, "losses due to the delay" of the document sent for signature on 09.12.2024 - "UAH 2116.8 million".
