From April 1, 2025, several important changes will come into force in Ukraine, which will affect various spheres of citizens' lives. Among them are the recalculation of pensions for working pensioners, the introduction of an electronic format of work of military medical commissions (MMC), changes in the system of booking employees of enterprises and an increase in excise taxes on tobacco products, writes UNN.

Pension

From April 1, 2025, Ukraine will recalculate pensions for working pensioners. The recalculation will be carried out automatically, without additional applications, for persons who:

  • after the appointment or previous recalculation of the pension, continued to work and acquired at least 24 months of insurance experience;
    • have less experience, but at least two years have passed since the last recalculation.

      This year, the recalculation will concern pensioners who were assigned or recalculated payments in 2023. However, the changes will not affect persons who received a pension for long service and have not yet reached 60 years of age.

      The recalculation will take effect on April 1, but the actual payments will be made after the information on the payment of the single contribution for the first quarter of 2025 is received. Since employers must submit reports by May 10, increased pensions and surcharges for previous months will be received by pensioners approximately in June.

      Also in April, pensions will be increased for persons who turn 70, 75 or 80 years old. Allowances will be received by those pensioners whose pension does not exceed UAH 10,340.35:

      • 70-year-olds - up to UAH 300 per month;
        • 75-year-olds - up to UAH 456 per month;
          • 80-year-olds and older - up to UAH 570 per month.

            In addition, from April, uniform rules for receiving pensions will be introduced for all Ukrainians, regardless of their place of residence. Pensioners will be able to receive payments in any Ukrainian bank, and not only in Oshchadbank.

            At the same time:

            1. Pensioners abroad and in temporarily occupied territories must undergo physical identification at least once a year.
              1. For persons in the TOT, there is an additional requirement - to make at least one financial transaction on their account every six months.
                1. Those who left the TOT or remained there must confirm that they do not receive a pension from the Russian Federation.

                  Also, from March 1, 2025, insurance payments to victims of industrial accidents and persons receiving payments due to the death of a breadwinner will be increased by 11.5% (coefficient 1.115).                   From April 1, 2025, all MMCs will operate exclusively in digital format. 

                  In particular, referrals to the MMC from the "Oberig" register will automatically be sent to the office. In addition, after the examinations of those liable for military service, the conclusions of the commissions will immediately appear in "Oberig" and will be displayed faster in the "Reserve+" application. And the decisions regarding military personnel will be stored in the Medical Information System of the Armed Forces of Ukraine.

                  Renewal of reservation

                  Due to a cyber attack on state registers, the government extended the deadline for re-booking to March 31, instead of February 28.

                  Therefore, from April 1, 2025, Ukrainian citizens liable for military service who have not been re-booked by employers will lose their right to deferment from mobilization.

                  According to the government's decision, by March 31, enterprises had to confirm the status of criticality and re-submit lists for booking employees according to updated criteria. This could be done online through the Diia portal.

                  How the booking system will work:

                  • enterprises had to submit lists by the end of March;
                    • employers to confirm critical status in accordance with the new requirements;
                      • employees with confirmed bookings will see it in the "Reserve+" application;
                        • the deferral will be valid for the period of criticality of the enterprise, but not more than 12 months.

                          Rising cigarette prices

                          Cigarettes are expected to rise in price from April 1.

                          In particular, on March 24, 2025, President of Ukraine Volodymyr Zelensky signed a law that provides for an increase in excise taxes on tobacco products, so the State Tax Service (STS) introduces a new coefficient to the excise tax, which will affect the price of cigarettes.

                          According to the signed law, the specific excise tax rate on cigarettes with and without a filter will be increased by 23.4% - from 47 to 58 euros per 1000 pieces. The minimum tax liability will also increase by 23.9% - from 63.45 to 78 euros per 1000 cigarettes. This will cause a gradual increase in cigarette prices, and according to forecasts, the cost of products may increase by 35% in 2025.

                          Currently, according to the Tax Code of Ukraine, the share of the amount of tax liabilities on excise tax in the retail price of cigarettes must be at least 60%. In 2024, this figure was 55.8%, so from April 1, 2025, thanks to the new coefficient of 1.1, the share of excise tax will be increased.

                          This excise tax increase will apply to all manufacturers and importers of cigarettes without a filter and with a filter. However, products manufactured before April 1, 2025, will be sold at old prices.
