The period of captivity of civilian Ukrainians will be counted towards the insurance record for pension purposes. The law will ensure the payment of SSC by the state for prisoners so that they receive a fair pension.

It is noted that since civilian Ukrainians lose the opportunity to acquire insurance experience due to such tragic circumstances, which may negatively affect the amount of their pension and the acquisition of the right to a pension in the future, the Ministry of Social Policy has developed a draft law that solves this problem. It has already been adopted by the Verkhovna Rada of Ukraine and signed by the President of Ukraine.
The Ministry reported that the adopted law is aimed at regulating the issue of paying a single social contribution (SSC) for civilian Ukrainians who are in captivity from the state budget. The Pension Fund of Ukraine will be the payer of the SSC for captured civilian Ukrainians. The single contribution for civilian prisoners will be paid from the day of deprivation of personal freedom and for 6 months after the person's release.
Everyone has the right to a fair pension. The amount of pension in the solidarity system depends, in particular, on the number of social contributions paid. By depriving our citizens of their personal freedom, the aggressor country not only deprives them of a decent life, harms their health, tries to humiliate them morally, but also has a negative impact on the person's future after release from captivity. The adopted law will provide mechanisms for the state to pay the SSC for those who are in captivity, and accordingly, for them to receive a fair pension in the future.
"Thus, a new norm of legislation on crediting the period of a person's stay in Russian captivity to the insurance record will come into force, and Ukrainians released from captivity will be able to count on their earned pension," the Ministry of Social Policy added.

From January 1, 2025, in order to retire at the age of 60, you need to have at least 32 years of insurance experience. By 2028, this figure will gradually increase to 35 years.
