Ukraine opens arms exports to partner countries, the government approved the mechanism - Fedorov

The Cabinet of Ministers established unified rules for the export of weapons for the state, manufacturers and partners. Export is allowed only under the condition of guaranteed provision of the needs of the Defense Forces of Ukraine.
The government has approved the first transparent mechanism for exporting Ukrainian weapons. As reported by Defense Minister Mykhailo Fedorov, a clear procedure has been created that establishes uniform rules for the state, manufacturers, and partners, reports UNN.
The government has approved the first transparent mechanism for exporting Ukrainian weapons. This is a task set by the President of Ukraine so that Ukrainian manufacturers receive clear rules for working with international partners, can scale production, attract investments, and at the same time guarantee the priority provision of the needs of the Defense Forces of Ukraine
According to him, for the first time, a clear procedure has been created that establishes uniform rules for the state, manufacturers, and partners.
The Minister also explained how the new mechanism will work:
🔹partner countries of the Drone Deal, with which Ukraine has relevant intergovernmental agreements, will have the opportunity to purchase Ukrainian weapons, technologies, and work directly with Ukrainian manufacturers;
🔹a transparent procedure for reviewing export applications from manufacturers is being introduced. It will be reviewed within a clearly defined period — up to 30 days. The mechanism applies to the transfer of weapons and defense technologies worth from 15 million hryvnias;
🔹the list of partner states will be formed by the Ministry of Foreign Affairs, and the list of critical goods that cannot be transferred — by the Ministry of Defense together with other authorized bodies;
🔹Ukrainian technologies remain under state protection. The transfer will take place without alienation of intellectual property rights, and re-export or transfer to third parties is possible only with the written consent of Ukraine. If products manufactured using Ukrainian technologies are exported to third countries, 20% of their value will go to the state budget.
Most importantly: the needs of the Defense Forces of Ukraine remain an unchanged priority. Export is possible only under the condition of guaranteed provision for the Ukrainian military. If the state has a need for certain weapons, permission may not be granted. At the same time, the manufacturer will be able to export products if it guarantees the simultaneous fulfillment of the state contract and the export order
According to the Minister of Defense, Ukrainian defense tech has already proven its effectiveness on the battlefield.
Our task is to create conditions under which Ukrainian manufacturers can scale production, open new markets, and attract international investments without losing the priority of supplying the Defense Forces
He emphasized that opening exports is another step towards the development of the Ukrainian defense industry and strengthening the economy. The stronger Ukrainian manufacturers become, the more modern technologies the Defense Forces receive.
