A leak of documents has revealed Russia's plans for hybrid attacks in the EU to discredit Ukraine. The Kremlin is preparing provocations in Paris and spreading fakes about the government.

Documents have appeared online indicating that the Kremlin is coordinating large-scale hybrid operations in Europe aimed at discrediting Ukraine and inciting internal conflicts within EU states. UNN reports on the significance of these documents, citing the Center for Countering Disinformation of the NSDC of Ukraine.

These documents were obtained by journalists from Delfi Estonia and shared with the international investigative journalism network OCCRP. According to the documents, the sanctioned "Social Design Agency" is used to organize such operations. Its activities are directly controlled by officials from the administration of the President of the Russian Federation.
As noted by the CCD, the released files revealed meticulous planning of hybrid attacks for 2025–2026: from planting pig heads near mosques in Paris and desecrating the Holocaust Museum to a plan to desecrate a monument to Charles de Gaulle, allegedly on behalf of "Ukrainian nationalists." There is also information regarding a project to spread fakes about "elite real estate of the President of Ukraine," which is described in the documents as a "successful campaign."
This investigation clearly demonstrates the vast scale and systemic nature of the Russian network of covert influence in Europe. The involvement of agents recruited abroad in the Kremlin's information operations creates a long-term hybrid threat, requiring European countries to strengthen control over structures associated with Russia
