Salary is growing, as is criticism: how much Duma, the head of ARMA, earned in 2024

Olena Duma, Head of the Asset Recovery and Management Agency, started earning more in 2024 - she received almost one and a half million hryvnias per year. This is evidenced by her declaration of income, published in the NACP register, UNN reports.

Details

According to the document, Olena Duma's salary for 2024 amounted to UAH 1,460,382, which averages about UAH 122,000 per month. In 2023, for six months in office, she declared UAH 640,560, or UAH 106,000 per month. Thus, despite all the criticism of the agency's efficiency, the head's personal income is only growing.

At the same time, the ARMA head's savings decreased over the year: in cash - by UAH 100,000 (in 2023, she declared UAH 300,000 in cash, and in 2024 - already UAH 200,000), and in a bank account - by UAH 80,000 (in 2024, Olena Duma does not declare funds placed in Oshchadbank). The reason for the decrease in savings is not specified.

However, the list of property remained unchanged. Olena Duma still owns an apartment in Kyiv with an area of 112.6 sq. m, as well as two cars: a 2008 Toyota Avalon and a 2021 Mazda MX-30.

Against the background of criticism from the Verkhovna Rada's Anti-Corruption Committee for manipulating the agency's income and the actual inaction in managing seized assets, such a salary looks at least dissonant.

Especially considering that, according to the head of the Anti-Corruption Committee Anastasia Radina, almost all of ARMA's income in 2024 was provided by contracts concluded before Duma came to office, and the head herself was able to conclude only a few effective contracts in a year and a half, some of which were with state-owned companies.

The question remains: does the increase in the ARMA head's income correspond to the real results of her work in office?

Reminder

Earlier, Anastasia Radina noted that conducting a constructive dialogue with ARMA is complicated by manipulations. She cited three examples that demonstrate how the agency distorts data about its activities. One of them, Radina called the case when the Anti-Corruption Committee asked ARMA how many assets they have and how many of them have been transferred to management? The agency reported that there are 69,000 assets in the register, and 36,000 have been transferred to management, or about 47%. However, a detailed analysis revealed that 20,000 of these 36,000 assets are movable property of Mezhyhirya, including bottles of wine, furniture and documents that have no independent economic value.

In response, ARMA head Olena Duma called on the MP to "analyze the information".

Later, Anastasia Radina published an analysis of ARMA's work under Duma's leadership and noted that in a year and a half in office, she concluded only seven contracts that generated income as of the end of 2024.

ARMA head Olena Duma said that she considers the criticism from the head of the Verkhovna Rada's Anti-Corruption Committee, Anastasia Radina, to be unconstructive and tried to shift the focus to the previous years of ARMA's activity, hinting that the deputies are criticizing now, although they themselves did not initiate changes in the legislation earlier.
