Russia continues to deploy a campaign related to the manipulation of the topic of labor migration in Ukraine. This is reported by the Center for Countering Disinformation of the National Security and Defense Council of Ukraine (CCD), UNN informs.

It is noted that in addition to natural public discussion, signs of artificial interference are clearly visible in this trend.
In particular, the dissemination of generated content through networks of bot accounts on social media is being recorded, and fakes on this topic are being injected through Russian and pro-Russian Telegram channels. Such tactics are characteristic of Russian disinformation operations,
It is indicated that through a wave of emotional messages and exaggeration, attempts are being made to impose xenophobic sentiments and fears regarding the alleged "population replacement" on the Ukrainian audience.
In fact, real statistics from the Ministry of Economy refute the narratives about the "mass importation of labor"; the scale of this process is significantly smaller than presented in manipulative online publications. For instance, in the first four months of 2026, only 3.2 thousand work permits for foreigners were issued. For comparison, in 2025, this figure was 9.5 thousand (including extended permits), and in the pre-war period, about 22 thousand such documents were active in Ukraine,
They assess that the main goal of such information waves is the artificial creation of an atmosphere of distrust, the discredit of state decisions, and the destabilization of Ukrainian society.
