President signs law on environmental modernization of industrial enterprises

The President has signed a law implementing European Directive 2010/75/EU on industrial pollution. The law will come into force in 12 months and will help improve the environmental situation and the transition to green technologies.

President Volodymyr Zelenskyy has signed the law "On Integrated Prevention and Control of Industrial Pollution", which is intended to implement European Directive 2010/75/EU into Ukrainian legislation. This was reported by UNN with reference to the map of the draft law on the parliament's website.

It should be noted that this law shall enter into force twelve months after the day following the day of its publication, except for clause 9 of this article, which shall enter into force on the day following the day of publication of this law.

Addendum

This is a framework law that implements integrated approaches to permitting and control of industrial pollution based on the application of technologies and management methods in accordance with Directive 2010/75/EU on industrial emissions.

It defines the main requirements for an integrated environmental permit, the list of activities that require it, the procedure for issuing an integrated environmental permit, the grounds for refusal to issue it, the grounds and procedure for revocation, the grounds and procedure for amending an integrated environmental permit, the requirements for the register of integrated environmental permits, and the specifics of emissions monitoring and control of business entities that have received an integrated environmental permit.

It is expected that the implementation of the Law will facilitate:

  • improving the state of the environment;
  • reducing the impact of industrial discharges and emissions on the health of Ukrainian citizens;
  • gradual transition to modern environmentally friendly green technologies;
  • ensuring environmental safety and maintaining ecological balance;
  • reducing the number of permits in the field of environmental protection; establishing a clear, transparent and digitalized process for obtaining an integrated environmental permit.
