People's Deputy Maksym Zaremskyi proposes to legally regulate the transparency of the conscription system and mobilization priority. He has already submitted the relevant document to parliament, which provides for the creation of a Unified Register of Mobilization Needs, reports UNN with reference to the explanatory note to the draft law.

This refers to draft law No. 15232, which was submitted to the Verkhovna Rada the day before, on May 13. According to it, the Unified Register of Mobilization Needs (URMN) should contain information on the order of conscription, requirements for citizens, and mobilization restrictions.

Details

As Zaremskyi noted in the explanatory note, the URMN needs to be created because the prolonged mobilization currently underway in Ukraine due to the full-scale invasion of the Russian Federation requires clear and transparent rules.

Legislative regulation of the conscription system and mobilization priority should increase citizens' trust in the state, reduce corruption risks, and contribute to maintaining the combat readiness of Ukraine's defense forces

The parliamentarian also expressed hope that the creation and launch of the new register will establish a transparent conscription system during mobilization. To this end, he proposes to define the transparency of the conscription system and mobilization priority as one of the basic principles of mobilization preparation and mobilization.

What draft law No. 15232 provides for

The document proposes to adopt the Law of Ukraine "On a Transparent System of Conscription and Mobilization Priority." One of its key provisions is the creation of the Unified Register of Mobilization Needs.

This register is to be formed and populated by the Armed Forces of Ukraine, as well as other military formations. The procedure for forming and maintaining the register is to be determined by the President of Ukraine.

The Unified Register of Mobilization Needs must contain clear and justified information regarding the order of conscription of citizens for military service during mobilization. It should also specify the requirements for citizens who can be drafted. This includes, in particular, age, health status, specialty, and other criteria.

In addition, the register must contain information on restrictions regarding conscription for military service during mobilization. That is, the document proposes not only to determine who can be mobilized in a certain priority group but also on what grounds conscription may be restricted.

Citizens' access to information from the URMN

Separately, the draft law provides for the right of citizens to free access to information contained in the Unified Register of Mobilization Needs. This means that a person should be able to understand the criteria by which the conscription order is formed and what requirements apply to different categories of citizens.

In the event that the draft law is adopted by the Rada, the conscription of citizens for military service during mobilization will be organized according to the established priority. It will be formed taking into account age, health status, military specialty, and other criteria.

In effect, the author of the document proposes to move part of the mobilization process into a more formalized and open plane.  

Funding of changes

The explanatory note states that the implementation of the provisions of the draft law, if adopted, will not require additional expenditures from the general or special funds of the state budget.

In the future, the implementation of the law should be carried out within the funds already provided for financing Ukraine's defense sector. 

Reminder

The Rada proposes to ban indefinite deferments (reservations) and create a register of persons. Reserved individuals must pay contributions or work at critical facilities.
