The Russian state corporation "Rostec" plans to consolidate under one roof the passenger carrier "Red Wings", the cargo operator "Skygates", medical aviation, and the leasing structure "Aviacapital-Service", entrusting management to the company "Ilyushin Finance Co.", but in reality it is an attempt to hide the bankruptcy of individual assets behind the consolidated reporting of the holding. This was reported by UNN with reference to the Foreign Intelligence Service of Ukraine.

As noted by the intelligence, the creation of the holding does not solve any of these problems in essence; it only redistributes scarce resources among the same ailing companies.

The centralization of funds, personnel, and spare parts means that less priority carriers will be officially sacrificed to support the life of others, not that more aircraft, engines, or specialists will suddenly appear in the system

The FIS added: no reorganization scheme will return supplies of Western components to Russia, will not accelerate the serial production of domestic aircraft, and will not stop the outflow of personnel exhausted by years of emergency decisions.
