The US National Hurricane Center said the hurricane had maximum sustained wind speeds of 160 km/h, making it a Category 2 hurricane, weaker than earlier in the week when Beryl hit islands in the Caribbean.
Mexico's National Water Commission, Conagua, reported the same wind speed, but with even stronger gusts.
The storm was expected to bring dangerous sea swell from the Caribbean and large waves, the NHC added.
"Beryl left a devastating trail in the Caribbean and on the coast of Venezuela, killing at least seven people.
In Mexico, schools were closed on Thursday to prepare for the hurricane's impact, and shelters were set up for locals and tourists.
In Cancun, a two-hour drive from Tulum, people stock up on food and other essentials for several days, and hotels have boarded up their windows.
The storm is forecast to weaken as it moves northwest across the Yucatan Peninsula, but will gain strength again as it leaves the Gulf of Mexico and then hits the eastern state of Tamaulipas on the border with Texas in the United States.
