Heads of NABU and SAPO are promoting their own interests through Marta Kos under the guise of EU requirements – former SAPO prosecutor

Former prosecutor Bronevytskyi stated that the EU requirements regarding NABU and SAPO are merely requests from the heads of these bodies. In reality, no official plan exists.

There are no European Union requirements for Ukraine regarding NABU and SAPO. There are only requests from the heads of these structures, voiced by EU Commissioner for Enlargement Marta Kos. This was written by former SAPO prosecutor Stanislav Bronevytskyi, reports UNN.
He recalled the initiative of MP Zheleznyak regarding the registration of legislative initiatives allegedly necessary under the so-called Kachka-Kos plan.
"One gets the impression that there are indeed certain EU requirements reflected in the joint statement, and Ukraine must fulfill them. However, these 'EU requirements' are not an independently formed position of the European Union, but rather the requests and 'needs' of the heads of NABU and SAPO, who, taking advantage of meetings with Marta Kos, handed her a written point-by-point list of exactly what they both needed as early as November 20, 2025," he noted.
In general, according to the former SAPO prosecutor, no "Kachka-Kos plan" actually exists. It is merely a joint statement by Commissioner for Enlargement Marta Kos and Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration Taras Kachka dated December 11, 2025, he reported.
"Klymenko and Kryvonos, through Commissioner for Enlargement Marta Kos, are effectively solidifying their needs, and subsequently, all of this is presented as an obligation of Ukraine that the Verkhovna Rada must vote for. Political and media support for this process is provided by certain People's Deputies, notorious non-governmental organizations, activists, and journalists," he stated.
In his opinion, it is necessary to clearly distinguish between Ukraine's genuine European integration obligations and someone's internal interests framed as a reform plan.
"In fact, we are talking about a situation where the interests of the heads of individual bodies, who receive additional powers and expanded jurisdiction, are presented to society as alternative-free 'EU requirements.' The question is not actually whether Ukraine needs these reforms, but who exactly shapes their content, in whose interests, by what procedure, and why any criticism of such bills is presented in advance as blocking Ukraine's European path," Bronevytskyi concluded.
As reported, yesterday in Luxembourg at the second Intergovernmental Conference, the EU officially announced the start of negotiations with Kyiv on the first negotiating cluster, which marked the official opening of negotiations on Ukraine's accession to the EU.
On December 11, 2025, following an informal meeting of Ministers for European Affairs, a joint statement by Commissioner for Enlargement Marta Kos and Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration Taras Kachka was published. The main emphasis in the document was placed on the "Fundamentals" Cluster (rule of law and the fight against corruption).
