Government regulates mechanism for transfer and use of captured military property

The Cabinet of Ministers has simplified the procedure for transferring captured property and allowed its export for scientific research. State customers will be able to transfer equipment to partners.

The Cabinet of Ministers has adopted a decision to update the rules for handling captured military property. In particular, Ukraine will be able to export captured equipment for research and development or experimental design and technological work under international treaties without obtaining additional authorizations. This was reported by UNN with reference to the Ministry of Economy, Environment and Agriculture and government resolution No. 661.

"The Cabinet of Ministers has adopted a decision to update the rules for handling captured military property. The changes define a clear procedure for its transfer and create legal conditions for effective use in the interests of defense and international cooperation. The document establishes the cases in which such property can be transferred and exactly how this happens. It also provides for the possibility of exporting captured weapons and equipment by state customers under international treaties of Ukraine without additional procedures for obtaining authorizations," the Ministry of Economy reported.
According to the government resolution, the export of weapons and military equipment that are captured property is carried out without obtaining authorizations by state customers who manage military property, for the performance of research and development or experimental design and technological work within the framework of international treaties of Ukraine on cooperation in the field of security and/or defense in order to ensure the national security and defense capability of Ukraine.
It is established that military property, among other things, includes captured equipment.
The document also stipulates that weapons and military equipment that are captured property may be transferred to relevant legal entities, the sole participant (founder) of which is the state, for the performance of research and development or experimental design and technological work. The transfer of the specified property is carried out by decision of the Cabinet of Ministers.
