"The aggressor country has created a shadow fleet of outdated tankers to circumvent Western sanctions and earn billions of dollars from oil exports. This money fuels its war machine, supports terrorists around the world and finances new crimes," the GUR noted.
The GUR pointed out that in 2023, Russia earned $188 billion from oil exports, the proceeds of which provide Russia with resources to continue the war, implement nuclear programs, and develop drones and missiles.
"Due to Western sanctions, Russia has lost its traditional oil markets in the EU and has been forced to increase exports to Asia, mainly to China and India. Russians are trying to supply oil with their own shadow fleet. This is the name given to outdated tankers that are not registered or even insured in the G7 and EU countries," the intelligence added.
According to the GUR, 17% of the world's oil tanker fleet is in the shadows, and since February 2022, more than 50 incidents involving the shadow fleet have been recorded.
DIU experts have identified 238 tankers that help Russia make money on the continuation of the war, and Russia itself has spent $10 billion to create a shadow fleet.
