President Zelenskyy signs a decree to counteract the negative effects of online gambling by restricting advertising, setting limits, monitoring, blocking illegal sites, and introducing restrictions for military personnel.

President Volodymyr Zelenskyy has signed a decree to counteract the negative effects of online gambling. This is stated in the decree of the head of state on the website of the Presidential Office, UNN reports.

Details 

The NSDC decision provides:

  •   restriction of advertising of online casinos, in particular with the use of electronic communications, symbols of the Armed Forces of Ukraine, other military formations; setting game limits per week and spending limits;
  •   determining game limits per week and spending limits. In particular, it refers to the prohibition of the registration of several accounts for one player by the casino gambling organizer on the Internet, as well as the determination of the maximum time of continuous participation in the gambling game. blocking illegal gambling websites;
      Also, the decree obliges the organizers of gambling games on the Internet to set before the start of the game a limit of the player's expenses for the game for a certain time (day, week, month) with the possibility of changing such a limit no more than once a month. 
  • introduction of restrictions for the military; introduction of restrictions for the military. In particular, the Commander-in-Chief of the Armed Forces and the leadership of other military formations should immediately introduce a ban on military personnel accessing gambling establishments and/or participating in gambling during the legal regime of martial law.
  • SBU instructed to check gambling organizers.

  The Decree also states that the National Bank of Ukraine is recommended to introduce a ban on accepting dual-use goods as collateral within a two-week period. 

  The NBU should also introduce within two months methodological recommendations for: 

  •   banks issuing payment cards regarding the fulfillment of the requirements of the Law of Ukraine "On prevention and counteraction of legalization (laundering) of proceeds obtained through crime, financing of terrorism and financing of the proliferation of weapons of mass destruction" in the part of P2P transfers; 
  •   banks regarding the blocking of payments by citizens with credit funds to the accounts of organizers of gambling games for participation in gambling games on the Internet.

Earlier, Zelensky responded to a petition calling for restrictions on the operation of online casinos. The head of state instructed the Security Service of Ukraine, the State Service for Special Communications and Information Protection, the Ministry of Digital Transformation and the National Security and Defense Council to gather analytics and propose solutions.

The Committee on Finance, Tax and Customs Policy of the Verkhovna Rada of Ukraine has supported the government draft law, which proposes to liquidate the Commission for the Regulation of Gambling and Lotteries.
