National brigades will allow for the rapid deployment of qualified specialists, equipment, and machinery from different regions to where they are most needed.

Attention will focus specifically on the restoration of heat, water, and electricity supply facilities, drainage systems, as well as residential buildings damaged as a result of Russian attacks.

The formation of the brigades will be coordinated by Ukrzaliznytsia. They will involve specialists from enterprises that have experience in carrying out emergency recovery works.

In 2026, the project will be financed from the reserve fund of the state budget and local budgets.

"The new mechanism will significantly reduce the time needed to eliminate the consequences of attacks and strengthen the ability of communities to respond to emergencies," Kuleba concludes.
