Weapon standards in Ukraine are higher than European ones, which is why foreign drones often fail tests. The NSDC considers allegations of corruption to be a Russian narrative.

Ukrainian standards for testing weaponry and unmanned systems are significantly more stringent than European ones, which is why some developments by foreign manufacturers fail to confirm their declared characteristics during testing in Ukraine. At the same time, Russia is trying to weaken the Ukrainian defense-industrial complex by exploiting the topic of corruption. This was stated by the Deputy Secretary of the National Security and Defense Council (NSDC), Davyd Aloian, during the international weapons exhibition Eurosatory-2026, reports a correspondent for UNN.

When we test products in Ukraine that are competing for contracts or codification, our testing conditions and standards are significantly higher than those of our European partners. Sometimes European companies come to Ukraine, conduct tests, and provide results obtained at their own training grounds and on European drones – the results there are quite good. In Ukraine, however, these same products do not even reach the average level 

– Aloian noted. 

He explained that the strict requirements for manufacturers in Ukraine are a result of the deregulation of procedures, the reduction of bureaucracy, and market liberalization. 

Furthermore, since Ukraine has always operated under conditions of limited resources, we have strived to achieve maximum efficiency from every product 

– Aloian added.

At the same time, the Deputy Secretary of the NSDC noted that the Ukrainian defense-industrial complex has one of the most extensive systems of anti-corruption control among European states, and defense contracts and manufacturers are under constant supervision by numerous regulatory bodies.

Regarding bureaucratic procedures and anti-corruption mechanisms and institutions, I doubt that any other country has more anti-corruption institutions and measures than Ukraine. Accordingly, the processes we have adapted and made more flexible in no way lower the level of anti-corruption mechanisms and countermeasures. All of this is now working in synergy 

– Aloian emphasized.

According to him, the state was able to simultaneously accelerate procedures for manufacturers and maintain effective control mechanisms, which allowed for a significant increase in weapons production during the war.

Therefore, all discussions regarding corruption in Ukraine are, I would say, one of the narratives that Russia actively promotes to make our products and our defense capability more vulnerable. We do not see real challenges here, as the system did not change in a single day; it has been transforming since the beginning of the full-scale invasion to achieve efficiency and transparency
