Ukraine plans to align gas storage filling rules with EU standards

Ukraine plans to align mechanisms for achieving and controlling target levels of gas storage filling with EU standards as part of strengthening gas supply security. The relevant bill has already been approved by the government, the Ministry of Energy reported, writes UNN.

Details

This refers to the draft amendments to the law "On the Natural Gas Market." This is aimed at implementing the provisions of EU Regulation No. 2017/1938 on measures to ensure the security of gas supply. The document was developed by the Ministry of Energy in fulfillment of Ukraine's European integration obligations, the National Energy and Climate Plan until 2030, and the Ukraine Facility plan.

As reported, the bill:

  • introduces common terminology with the EU regarding natural gas supply security;
    • defines the competent authority for natural gas supply security, which will assess risks, formulate relevant state policy, and coordinate measures to prevent and overcome crisis situations in cooperation with EU member states and the Energy Community;
      • establishes requirements and procedures for approving key documents - the Preventive Action Plan and the Emergency Situation Plan;
        • regulates mechanisms for achieving and controlling target levels of gas storage filling, which is a key element of energy resilience;
          • defines mechanisms for interaction with the Energy Community Secretariat on natural gas supply security;
            • introduces common approaches with the EU to collecting information necessary for monitoring the situation.

              The adoption of the act, as expected, "will allow for the creation of a transparent, predictable, and stable risk management system in the gas sector, which is especially important in the context of wartime challenges and increased threats to energy infrastructure." In addition, the Ministry of Energy emphasized, the implementation of European approaches will contribute to Ukraine's integration into the single EU energy market, strengthen the trust of international partners, and increase the investment attractiveness of the energy sector.
