Sources emphasized that they are far from final. Iran has not signed any additional documents, as was the case with the memorandum of understanding, raising questions about whether the administration has overstated the commitments it has secured from Iran, and further underscores how quickly fragile political efforts to reach a final agreement could unravel, the publication writes.
American negotiators decided to proceed with the publication of the signed memorandum of understanding without waiting for Iran's top leadership to sign more detailed proposals for the implementation of the 14 points, in part because they did not want to delay the next phase of negotiations, according to a source familiar with what Trump officials reported to leading members of Congress.
