Minister Oksana Zholnovych announced the development of a modern model of care for people with disabilities by mid-2024. The new system should provide comfortable conditions for veterans and their families.

The Ministry of Social Policy plans to present a new, more modern  model of care for people with disabilities in the middle of next year. The goal is to ensure that everyone, especially veterans, can choose the option that is most comfortable for them, and  that it does not force family members to lose their jobs. This was stated by the Minister of Social Policy Oksana Zholnovych during the VII International Veterans Forum, according to a correspondent of UNN.

Zholnovych  was asked to comment on the lack of payments to family members who quit their jobs to be caregivers  for  wounded veterans.

"Social care services with a professional caregiver are provided by local governments. In addition, when a person receives a pension and has the first group of disability, they receive a care allowance as part of that pension, including a veteran's pension," Zholnovych said.   

She noted that this care allowance is not visible because it is given to the person, not the caregiver.

"That is why we are now systematically reviewing everything related to care in order to provide the highest quality format of palliative care or home care or day care, so that everyone, especially veterans, can choose the option that is most comfortable and suitable and so that it does not force family members to lose their jobs.  Today,  this is the way it works: a care allowance in the veteran's pension and professional care with a social worker who is not a family member. But we will improve this. I hope that by the middle of next year we will offer a new model of care that will be more modern," Zholnovych said.
