The Ombudsman reported the illegal detention of people with disabilities at the Ternopil TCC. A supervisor of the mobilized individuals was found in a state of severe intoxication.

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that the Ternopil District and City Territorial Recruitment and Social Support Centers (TCC) have been holding people with mental disorders and disabilities for a long time. He reported this on Telegram following a monitoring inspection of the territorial recruitment center, UNN reports.

As Lubinets noted, "mobilization reform is needed not tomorrow or today - it was needed yesterday."

"These are not populist statements or abstract talk about change. These are the conclusions of people who saw the situation related to 'busification' with their own eyes,"

Lubinets' post reads.

The Ombudsman added that thanks to the intervention of his representatives in the Ternopil region, 5 people who were not subject to mobilization were released.

"During the visit to the location where the mobilized Ukrainians were being held, about 28 people were there at that time. Of these, 17 submitted written complaints to me regarding possible violations of their rights. What we saw is outrageous: the supervisor of the mobilized individuals was in a state of alcohol intoxication. The alcohol level in his blood was almost seven times higher than the permissible limit. During one-on-one conversations, people spoke about possible violations during mobilization, improper documentation, as well as failure to comply with requirements during the Military Medical Commission (VLC) process,"

Lubinets stated.

The Verkhovna Rada Commissioner for Human Rights also published footage of the conditions in which people were and are being held. He emphasized once again that accountability must be inevitable for everyone, regardless of position or rank.
