Tax on parcels - the government explained the essence of the reform

The Cabinet of Ministers approved a customs bill that introduces VAT on goods from marketplaces from €0. The reform, which will come into force no earlier than January 1, 2027, will bring about UAH 10 billion per year to the budget.
The government has clarified the customs bill for reforming the taxation of international parcels, which was approved yesterday and submitted to parliament, as reported by the Ministry of Finance on Thursday, writes UNN.
Details
The document is part of a package with the main bill No. 15112-d on amendments to the Tax Code. "Together, they create a comprehensive legal framework for introducing a modern European model of taxation of distance sales of goods in Ukraine," the Ministry of Finance stated.

As reported, during the preparation of the new bill, "the results of consultations were used, and all agreed decisions and approaches developed during active dialogue with people's deputies, businesses, postal operators, and express carriers were kept unchanged."
Key details of the reform:
- how it will work: VAT is introduced on goods from marketplaces from €0. The obligation to pay the tax will fall on the marketplaces themselves or their intermediaries;
- transition period: during the first year, administrative liability will not be applied for unintentional errors (provided VAT is paid);
- economic effect: the reform will level the playing field for Ukrainian businesses and attract about ₴10 billion per year to the budget;
- timeline: entry into force no earlier than January 1, 2027.
According to the Ministry of Finance, the reform is supported by leading business associations and ~54% of citizens.
