A foreigner who set fire to a military off-road vehicle in Vinnytsia on the orders of the Russian Federal Security Service has been detained. The attacker, according to the SBU, planned to continue, but was detained by the SBU and the National Police.

The Security Service of Ukraine reported the detention of "a foreigner who set fire to a military SUV on the order of the FSB" in Vinnytsia, UNN reports.

"The Security Service and the National Police detained a foreigner in Vinnytsia who was preparing a new series of arson attacks on Defense Forces vehicles on the instructions of the Russian Federal Security Service. The aggressor was most interested in the service vehicles of the Armed Forces of Ukraine, which were used at the front and are now undergoing maintenance in the regional center," the SBU said. 

According to the SBU, the Russian intelligence service "sent" an agent from a neighboring country to Ukraine to carry out a hostile task.

"In return for money from the FSB, the foreigner agreed to set fire to the vehicles of Ukrainian defenders in Vinnytsia," the statement said.

After arriving in the city, the defendant allegedly checked in with a local acquaintance and then went in search of military vehicles on his own.

"To find them, the suspect arrived at a service station at night, where the SUV of Ukrainian defenders was located. First, the attacker took a photo of the potential target to "coordinate" it with his Russian handler. Then, according to the FSB's instructions, the foreigner purchased two cans of gasoline and set fire to the military vehicle at a certain time. To receive additional "payment" from the occupiers, the suspect filmed the fire with his own phone camera," the SBU said.

According to the SBU, the Russian special service planned to use this video in conducting information and psychological special operations aimed at undermining the internal situation in the border region.

"After committing the crime, the Russian agent was to continue a series of arsons in the regional center. SBU officers detained the offender in hot pursuit. A homemade incendiary mixture, mobile phones and bank cards with evidence of cooperation with the aggressor were seized from him," the special service said.

The foreigner was served a notice of suspicion under Part 1 of Art. 114-1 (obstruction of the lawful activities of the Armed Forces and other military formations) of the Criminal Code of Ukraine. The offender is in custody. He faces up to 8 years in prison.
