Law enforcement officers have notified two Russian generals of suspicion, who ordered an Iskander-M strike on the Drama Theater in Chernihiv in the summer of 2023, which killed 7 people, including a child, and 193 people suffered bodily injuries of varying degrees of severity. "The lieutenant general - chief of staff and major general - chief of the missile forces and artillery department of the "western" group of troops of the Russian Armed Forces have been notified of suspicion. They are charged with violating the laws and customs of war, combined with premeditated murder, committed by a group of persons by prior conspiracy (Part 2 of Article 438 of the Criminal Code of Ukraine)", the statement reads.

The investigation established that the chief of staff of the enemy troops, Mikhail Zusko, prepared a combat order to carry out a missile strike, which he signed together with the commander of the group, Yevgeny Nikiforov.

Later, according to law enforcement officers, Zusko ordered the chief of the missile forces department of the enemy group - Major General Oleksandr Dragovalovsky - to implement the criminal order. For the fire attack, the occupiers used a cruise missile of the Iskander-M operational-tactical missile system, which was launched from the Kursk region of the Russian Federation to the central part of Chernihiv on August 19, 2023.

"As a result of the shelling, 7 people were killed, including a child, 193 people suffered bodily injuries of varying degrees of severity. Residential apartment buildings, non-residential and administrative buildings, vehicles, and other property of individuals and legal entities were significantly destroyed and damaged. International humanitarian law prohibits indiscriminate attacks that lead to the death of civilians and damage to civilian objects," the prosecutor's office said.
