The Cabinet of Ministers approved the mechanism for transportation, accommodation, and escort of foreign volunteers. Participating companies must make a security deposit of 5 million hryvnias.

The Cabinet of Ministers has approved the procedure for the logistics of foreign volunteers to join the Defense Forces in Ukraine, which defines the mechanism for their transportation, accommodation and support, and also establishes requirements for companies that will provide such services, including a mandatory security deposit of UAH 5 million. This was reported by UNN with reference to government resolution No. 872 of July 1, "Some issues of providing services for defense needs during the period of the legal regime of martial law." 

Details 

According to the resolution, the government approved the Procedure for providing services related to the transportation of candidates (processing of identity documents, visas, travel documents, insurance, transportation, etc.) for military service from among foreigners or stateless persons from the territory of foreign states, their meals and accommodation, for the period of the legal regime of martial law. 

The procedure defines the mechanism for providing services for the needs of the Center for Recruitment of Foreigners and Stateless Persons, related to the transportation of candidates (processing of identity documents, visas, travel documents, insurance, transportation, etc.) for military service from among foreigners or stateless persons from the territory of foreign states, their meals and accommodation, for the period of the legal regime of martial law 

- stated in the resolution. 

According to the procedure, the procurement of services related to the transportation of candidates, their meals and accommodation is carried out by the Recruitment Center. 

It is noted that the procurement of such services amounts to UAH 300,000 per candidate. 

The document states that candidates in this process will be accompanied by companies included in the list by the Recruitment Center, which will be maintained in electronic form. 

Companies may be involved that:  

  • are not in the State Register of Sanctions; 
    • personal sanctions have not been applied against their owners; 
      • have no relation to companies that have corporate rights on the territory of the aggressor state; 
        • companies that have no debt for payment of taxes, fees and other mandatory payments to the budget, no wage arrears; 
          • have no open bankruptcy proceedings and/or are not in the liquidation stage; 
            • have made a payment of at least UAH 5 million to a non-budgetary account opened by the Recruitment Center with the Treasury body. 

              To participate in the provision of services, companies must submit an application to the Recruitment Center, which must contain: 

              • full name, location, identification code according to the Unified State Register of Enterprises and Organizations of Ukraine;
                • phone number, email address;
                  • information about the head of the business entity - surname, first name and patronymic (if available), series (if available) and number of the passport of a citizen of Ukraine or a passport of a citizen of Ukraine for travel abroad, or a permanent residence permit, or a temporary residence permit, taxpayer registration card number); 
                    • information about absence in the State Register of Sanctions;
                      • information about the absence of ties with the aggressor state;
                        • information about the absence of tax debt, about the absence of open bankruptcy proceedings. 

                          The application may be submitted in any form, in paper or electronic form, in which, in addition to the above, a payment document confirming the payment of a security deposit in the amount of UAH 5 million must be indicated. 

                          Within 10 days from the date of receipt of the application, the Recruitment Center must conduct a check and make a decision on its approval or refusal, which it must notify the company of by sending a letter to the email address. 

                          In case of refusal, the Recruitment Center indicates the reason in its decision, but the company may re-submit the relevant application if the inconsistencies are eliminated. 

                          After concluding a contract with the Recruitment Center for the support of a candidate, the company carries out preliminary collection of documents and information about the candidates and transfers them to the Center. The package of documents must contain: 

                          • copies of identity documents;
                            • information about citizenship or statelessness;
                              • contact details, information about previous military or other relevant experience;
                                • medical documents and other information about the candidate's health status. 

                                  It is noted that in case of violation of the contract by the company, in particular, providing false information about candidates, returning the candidate home, or if more than 10% of candidates refused to sign the contract, the Recruitment Center has the right to unilaterally terminate the contract with the company.

                                  At the same time, the security deposit remains in the non-budgetary account of the Recruitment Center, but these funds may be returned upon the company's application. 

                                  Addendum

                                  As Prime Minister Yulia Svyrydenko noted, the resolution was adopted on the task of the President of Ukraine regarding the recruitment of foreigners, which is a priority for the government. 

                                  "The Defense Forces already have experience in attracting foreign volunteers. We must scale it to a level where 30-50% of infantry and assault positions will be filled by foreign volunteers," Svyrydenko added. 

                                  She also clarified that if a candidate does not pass the military medical commission, the company will ensure his return to the country of departure at its own expense.

                                  Also, Minister of Defense Mykhailo Fedorov clarified that the specified amount - UAH 300,000 for the support of a candidate - will be paid in stages. 

                                  "The candidate will undergo checks, a military medical commission, basic combined arms training and join the Defense Forces on the same terms as Ukrainian military personnel. Foreign volunteers are already an important part of the Defense Forces. The new rules will provide more opportunities to attract motivated people from all over the world - transparently and according to uniform rules," the minister noted. 

                                  Reminder 

                                  The Cabinet of Ministers published resolution No. 768 regarding changes to salary calculations for military personnel of the Defense Forces of Ukraine, special purpose police officers, as well as foreigners serving in the ranks of the Ukrainian army. The document defines additional payments for military personnel, the possibilities of "motivational contracts", as well as criteria for obtaining a deferment after demobilization.
