New rules for power outages: the Ministry of Energy has made changes

The Ministry of energy has updated the rules for applying schedules of stabilization power outages. From now on, the schedules are divided into 6 equal queues.the maximum shutdown duration will not exceed 6 hours.

The Ministry of energy of Ukraine has made changes to the procedure for applying schedules of stabilization blackouts. In particular, schedules are divided into 6 equal queues, which must be maintained in the amount of at least 12.5% of the total consumption of measurements of the last regime day.

The Ministry of energy of Ukraine has amended the instructions on drawing up and applying hourly power outage schedules in order to ensure a fair and even order of distribution of the use of available capacity and electricity between consumers

In accordance with the instructions, the approach to drawing up and applying hourly power outage schedules is being changed. In particular, schedules are drawn up twice a year based on the results of the summer and winter regime day of measurements of each distribution system operator.

Schedules are drawn up in the amount of at least 75% of the maximum electric power consumption from 8:00 to 22:00 on a regular day. They are divided into 6 equal queues (each queue additionally consists of 2 equal underlines), each of which must be maintained in the amount of at least 12.5% of the total consumption of measurements of the last regime day.

The compiled schedules are divided into 6 blocks of equal load and are compiled for each day of the week so as to prevent load fluctuations while simultaneously moving from one queue (or sub - queue) to another, " the ministry added.

For the period of martial law and for 12 months after its termination or cancellation, the following rules apply: the maximum one-time duration of a power outage during the application of schedules may not exceed 6 hours.

The possible deviation may not exceed 1 hour, regardless of the outdoor temperature; the further period of electrical supply to consumers after disconnection must be at least 2 hours, without taking into account the switching time.

However, the switching time should not exceed 30 minutes.

The schedules do not include critical facilities that must be provided with priority power supply in accordance with the established minimum load. These facilities are included in the relevant lists of facilities with priority energy supply, approved by the regional and Kiev city state administrations (military administrations)

The Ministry of Energy noted that the updated mechanism for regulating hourly shutdown schedules of consumers will be more flexible and controlled, changing the distribution to uniform queues and sub – queues will allow disconnecting a smaller number of consumers when applying schedules, and will also allow all regions to apply a single distribution mechanism, disconnections will be more uniform and fair-according to a clear order.
