A local council deputy is suspected of kidnapping and torturing a serviceman, demanding $2.5 million and re-registration of the company. The conflict arose over solar power plants purchased in 2021.

In the Dnipropetrovs'k region, a local council member was notified of suspicion of imprisoning a serviceman and demanding $2.5 million from him. UNN reports with reference to the Prosecutor General's Office.

Under the procedural supervision of the Prosecutor's Office of the Autonomous Republic of Crimea and Sevastopol, a deputy of a local council of Dnipropetrovs'k region was served a notice of suspicion of illegal deprivation of liberty accompanied by infliction of physical suffering on the victim and extortion (Part 2 Article 146, Part 4 Article 189 of the Criminal Code of Ukraine)

According to the PGO, in 2021, the suspect wanted to join the activities of a Dnipro-based entrepreneur engaged in the construction of solar power plants and purchased the necessary equipment. Having failed to properly register the purchased power plants and allegedly not making a profit from their activities, the suspect began to accuse the entrepreneur of this and extort money from him.

Despite the fact that the entrepreneur mobilized into the ranks of the Armed Forces of Ukraine, during 2022-2024, the suspect repeatedly called the victim demanding to return the money he allegedly owed. Each time, he changed the amount of the fictitious debt.

At the end of October 2024, on a highway near the village of Spaske, Dnipro region, the suspect and his accomplices blocked the victim's car and, threatening him with physical violence, demanded that he hand over USD 2.5 million and re-register the company.

Having received a refusal, the suspect and his accomplices beat the victim for 40 minutes. The man was then forcibly taken to a building where he was held against his will for about a day, threatened with torture and murder. He was later released to search for money

Law enforcers detained the deputy during a meeting with the victim after another death threat in case of failure to transfer funds and corporate rights.

Currently, law enforcement officers are identifying all persons involved in the crime, and the issue of serving them with a notice of suspicion is being decided.

The suspect was chosen a measure of restraint in the form of detention with an alternative of bail in the amount of UAH 1.2 million. Disagreeing with the court's decision, the prosecutor filed an appeal.
