An ARMA employee is suspected of disclosing information about an upcoming search. The investigation believes that she informed the management, which may indicate an established data leak system.

"Mommy's agents" in ARMA: how Duma's structure monitors court orders and "leaks" information about searches

An employee of the Western Interregional Territorial Department of ARMA is suspected of unauthorized dissemination of restricted information. It concerns data on the search warrant in the premises of the territorial department itself. According to the investigation, the official, having learned about the future investigative actions, informed the management. This is evidenced by the ruling published in the Unified State Register of Court Decisions, writes UNN.

Details

According to the prosecution, the suspect, while holding the position of chief specialist of the Asset Management Sector of the Western Interregional Territorial Department of ARMA, gained access to the register. In January 2025, she reviewed the content of the ruling of the investigating judge of the Lychakiv District Court of Lviv, according to which permission was granted to conduct a search in the Western Interregional Territorial Department of ARMA.

After that, according to the investigator, pursuing a selfish motive for disclosing information with limited access, she called the head of the Western Interregional Territorial Department of ARMA and informed him about the search warrant in the premises of the territorial department. Later, she also told other colleagues about it.

That is, PERSON_5 carried out unauthorized dissemination of information with limited access, which is stored in automated systems, created and protected in accordance with current legislation

- stated in the ruling.

Prosecutors insisted on round-the-clock house arrest, but the court decided otherwise - chose a milder preventive measure: night house arrest. If guilt is proven, the official faces up to two years of imprisonment.

As UNN became aware from the response to an official request, the Western Territorial Department is coordinated by the Deputy Head of ARMA for Digital Development, Digital Transformation and Digitalization, Stanislav Petrov. Olena Duma herself publicly calls him responsible for the agency's digital transformation.

Probably, the instruction of "monitoring the judicial register" is valid within the central apparatus, and the deputies transfer it further - to the regions, where managers, like the Western Territorial Department, involve "their people" for quick access to information.

At first glance, it may seem that ARMA officials just want to "react in time." But according to the law, searches do not involve warnings. If the instruction to monitor information about rulings is really "leaked" from above, it is no longer an accident, but a well-established system that allows you to "clean up" documents in time, agree on positions, or, in the worst case, destroy evidence.

How the scheme really works and who gives the instructions must be investigated. But in the conditions of a centralized management vertical, characteristic of ARMA, the lack of control is either negligence or tacit consent. And if the investigation proves that such a scheme operated with Duma's tacit approval, then not only subordinates, but also management should be held accountable.
