In June, Kyiv residents began receiving heating bills for January. "Kyivteploenergo" stated that winter shelling caused disruptions in heat supply, as well as instances of insufficient coolant parameters. Consequently, charges for centralized heating and thermal energy supply for January 2026 were not issued in February, which is why the bills began arriving in June. This was reported by UNN with reference to the Official Portal of Kyiv. 

The municipal enterprise "Kyivteploenergo" has reduced the payment amount for heat supply services provided in January 2026 for 99% of its consumers. This concerns over 1 million apartments. The automatic recalculation was performed according to the algorithm approved by Resolution No. 683 of the Cabinet of Ministers of Ukraine, which came into force in May 2026

It is noted that the recalculation takes into account periods of service absence and the non-compliance of the coolant with quality parameters. The total discount for consumers amounted to over 720 million UAH, or an average of almost 40%.

As noted by Kostyantyn Lopatin, Director of the "Energosbut" separate subdivision of the "Kyivteploenergo" municipal enterprise, the shelling caused disruptions in heat supply, as well as cases of insufficient coolant parameters.

In this regard, charges to Kyiv residents for centralized heating and thermal energy supply for January 2026 were not carried out in February, as the issue of a legal mechanism for individual automatic recalculation arose

According to Lopatin, in May, the Cabinet of Ministers approved an algorithm for automatic heating recalculation for heat supply enterprises using appropriate coefficients via Resolution No. 683. The charges for January were processed immediately after the resolution was adopted, during the inter-heating period when the payment burden is lower. 

He noted that the recalculation was carried out for all consumers in buildings where heating was temporarily absent or did not meet standards.

As a reminder 

Ukrainians were not charged 36 million UAH for utility services in January due to enemy attacks, with the largest portion being for heat; in Kyiv, no charges were issued for centralized heat supply at all in January.
