Iranian Foreign Minister Abbas Araghchi stated that the memorandum of understanding with the US has not yet been signed, and changes are still possible, UNN reports with reference to Sky News.
In an interview with state television, Araghchi declared Iran the winner of the war.
Nuclear issues will be discussed at a later stage, he said.
