According to the amendments, in the elections in the fall of 2025, stateless persons, i.e. owners of "gray passports", will still be able to vote, but in the future they will also lose the right to vote.

92 deputies voted for the change to the Constitution in an accelerated manner, 7 members of parliament voted against. In order for changes to the Constitution to be approved, the support of 4/5 of the members of parliament participating in the meeting was required, that is, 81 people.

93 deputies voted for the final adoption of the bill on amendments to the Constitution, 7 members of parliament voted against. In order for such a law to be adopted, the support of 2/3 of the deputy corps was required.

Prior to the adoption of this law, together with citizens of Estonia and EU member states, foreigners living in Estonia on the basis of a long-term residence permit or a permanent right of residence who had reached the age of 16 by election day could participate in local elections.
