The German government plans to create a missile arsenal worth nearly €12 billion. Among the precision weapons Berlin plans to purchase is the FP-5 Flamingo missile, manufactured by the Ukrainian company Fire Point, UNN reports.

Details

According to Politico, citing documents from Germany’s Ministry of Defense, the initiative to create its own missile arsenal is a priority for both Germany and NATO and is a response to the growing threat from Russia.

Germany has estimated the cost of the procurement at nearly €12 billion. The purchase is planned to be financed from budget funds, but the decision has not yet been approved.

Such weapons are expected to give the German armed forces the ability to strike deep behind enemy lines.

The documents state that the aim is to give the German armed forces the ability to strike "far behind enemy lines" and retain the capacity to respond with conventional weapons "below the nuclear threshold"

- the publication writes.

Under Berlin’s plan, the first weapons are to be delivered as early as next year, while the most advanced systems, being developed jointly with the United Kingdom, are scheduled for the middle of the next decade.

Germany’s Ministry of Defense declined to comment on this figure or on individual programs.

The measures in question are generally subject to approval by the Bundestag - a ministry spokesperson said in a comment to the publication, adding that the situation could only be commented on after Parliament had considered the matter.

The publication noted that Germany’s Ministry of Defense had considered purchasing missiles from the American-Israeli startup Covenant Industries and Ukrainian companies, seeking weapons that could be procured in large quantities and rapidly brought into service.

New documents show that the work has advanced. They name three candidates: Covenant’s Anthem missile, the BARS missile from an unnamed Ukrainian company, and the Flamingo missile from the Ukrainian manufacturer Fire Point. Germany is negotiating contracts with two of these suppliers in order to obtain missiles for qualification trials as early as next year. Berlin is already preparing framework contracts for subsequent mass production

- the publication notes.

The FP-5 "Flamingo" is a modern ground-based UAV/cruise missile system manufactured by the Ukrainian company Fire Point.

Flamingo was developed to deliver a designated payload of up to 1,150 kg to strike ground targets with fixed topographic coordinates at ranges of up to 3,000 km, both day and night. The missile is capable of hitting a target even amid active electronic warfare interference.

Fire Point emphasizes that the FP-5 stands out for its ease of use and low cost. It is the largest system in its class, but remains simple to manufacture and launch. It does not require expensive launch platforms - its launchers are reusable, making deployment more economical.

Open sources stated that the missile was built on the basis of AI-25 or AI-25TL engines; however, in March 2026, Shtilerman stated that the company was completing development of its own engine, which would be manufactured at the company’s production facilities.
