The ceremony took place at the Brazilian naval base in Itaguaia near Rio de Janeiro. The presidents emphasized the importance of the defense partnership between their countries in times of serious global unrest. With the help of France, Brazil has built the third of four planned diesel attack submarines here. The fourth submarine will be launched in 2025.

The total cost of construction reaches $10 billion.

Context

The construction of the submarines was envisaged in a 2008 agreement between Lula and former French President Nicolas Sarkozy, which also included the purchase of 50 Caracal helicopters.

Brazil also plans to build its first nuclear-powered submarine, although the project is currently significantly delayed. The French naval defense manufacturer Naval Group is supporting the design and construction of this submarine, with the exception of the nuclear boiler, which is being developed by Brazilians.

Brazil, however, is trying to persuade Paris to increase technology transfer to help it integrate the reactor into a submarine and sell it nuclear propulsion equipment. France is in no hurry to transfer such technology because of proliferation concerns.
