The head of the Asset Recovery and Management Agency, Olena Duma, announced the preparation of a new competition to find a manager for the capital's shopping center "Gulliver". At the same time, she does not miss the opportunity to "threaten" potential participants, reminding them that she has experience in initiating a criminal case against candidates, writes UNN.

Olena Duma in her post on the tg channel indicated that the decision to reject all participants of the competition for the management of the shopping center "Gulliver" was supported by the Antimonopoly Committee and ARMA is already preparing documentation for the announcement of a new competition. 

The head of the agency invited potential participants to take part in the new competition, while taking the opportunity to send them a signal.

I draw the attention of dishonest participants: ARMA already has experience in initiating a criminal case against participants who submit fabricated documents for the competition. At the same time, I urge доброчесних business entities to carefully prepare documentation in accordance with the established requirements of the tender documentation and legislation on public procurement

- Duma noted.

She stressed that ARMA will not allow subjects connected with former owners or affiliated with the Russian Federation to manage, and warned that such potential participants "may not waste their time". 

Olena Duma's warnings about criminal cases for "unwanted participants" on the eve of the new competition may hint that the candidacy of the new manager has actually already been selected or is being selected right now. Only time will tell.

This is not the first time that the head of ARMA, Olena Duma, has openly sent a signal to potential asset managers. Earlier, she stated that if candidates plan to appeal the actions of the agency in the Antimonopoly Committee of Ukraine, they risk becoming defendants in criminal cases. 

It is worth noting that ARMA has repeatedly found itself at the center of criticism Transparency International Ukraine for non-compliance with European standards and due to "controversial communication from the agency or its officials, combined with populism, violation of the presumption of innocence and lack of understanding of the competence of state bodies".

In addition, the head of the Verkhovna Rada Anti-Corruption Committee Anastasia Radina noted that maintaining a constructive dialogue with ARMA is constantly complicated by manipulation. She cited three examples that demonstrate how the agency distorts data about its activities. One of them, Radina, cited the case when the Anti-Corruption Committee appealed to ARMA with a question about how many assets they have and how many of them were transferred to management. The agency reported that there are 69,000 assets in the register, and 36,000 have been transferred to management, that is, about 47%. However, a detailed analysis revealed that 20,000 of these 36,000 assets are movable property of Mezhyhirya, including bottles of wine, furniture and documents, which have no independent economic value.

In response, the head of ARMA, Olena Duma urged the deputy to "analyze the information".

Later, Anastasia Radina published an analysis of ARMA's work under the leadership of Duma, noting that in a year and a half in office, she concluded only seven contracts that generated income as of the end of 2024.
