President Volodymyr Zelenskyy said that Ukraine has not received an official offer to join NATO according to the "German model." But if there are such proposals, it will be necessary to understand the opinion of the entire society. "The second story is that I am the president and the guarantor of the Constitution, and if we are talking about any changes to our territories, these are changes to the Constitution and this is a crime. Therefore, if we are offered the German model or some other model, or the Korean model, or whatever, we need to understand what is being offered, who is offering it to us, and why it is being done. After that, we need to understand the opinion of all of us. Not only mine, but above all, the opinion of the whole society," the President said.

A May 2023 New York Times article stated that West Germany could become a model for Ukraine's admission to NATO. The newspaper wrote that the United States and Europe were discussing how to guarantee Ukraine's security after the cessation of hostilities with Russia, even without a victory.
