When will the metro to Vynohradar open, and how much will it cost to complete construction?

The opening date of the metro stations toward Kyiv’s Vynohradar residential area depends almost entirely on whether Kyiv Metro Municipal Enterprise will receive the funds needed for construction from the city budget. As of August, the amount in question is UAH 11.57 billion. At the same time, approximately UAH 1.69 billion was allocated for the project in the capital’s development program for 2026.

UNN looked into the current state of construction, when residents of the neighborhood will get convenient and modern transport, and what could hinder the construction of the underground railway UNN.

What is currently being built in Vynohradar

In response to UNN’s editorial inquiry, Kyiv Metro Municipal Enterprise said that construction is currently underway to extend the Syretsko-Pecherska metro line. Workers are engaged at the future Mostytska and Varshavska stations, as well as at other facilities in the first phase. An electric depot will be equipped in Kyiv’s Podilskyi District.

Kyiv Metro Municipal Enterprise also emphasized that builders have to work in difficult conditions. These include complex hydrogeology, a large number of urban utilities, and dense development.

Metro officials also added that construction involves not only the direct construction of stations, tunnels, and other metro facilities. A significant amount of work is related to relocating existing utility networks that run through the future line’s construction zone.

What has already been completed at Mostytska station

As of August 2026, some of the main preparatory and construction work had been completed at the future Mostytska station.

According to the enterprise, enclosing structures were installed here using the "diaphragm wall" method. This technology is used in the construction of underground structures. It makes it possible to form a retaining structure for the excavation directly in the ground.

The main structures of the anti-blowout connection, STP-76, and ventilation unit No. 214 were also built at Mostytska.

At the same time, work at this site has not been completed. Builders are currently continuing to relocate utility networks.

What is happening at the future Varshavska station

Work is also actively underway at Varshavska station, whose project name is Prospekt Pravdy. A passage with exits No. 3 and No. 4 across European Union Avenue has already been built here, as have the main structures of the reversing dead ends.

In addition, the installation of an anti-filtration curtain using jet piles and enclosing structures made by the "diaphragm wall" method along STP-77 has been completed. Such work is necessary, in particular, to protect underground structures from groundwater infiltration.

It should be noted that specialists also managed to relocate a 110 kV power cable line.

Work at the station is currently ongoing. Builders are constructing the main structures and installing the "diaphragm wall" along the concourse of the future station.

At the same time, metro officials faced the need to relocate an entire complex of municipal utilities along European Union Avenue.

More than UAH 11.5 billion is needed for the first phase of metro construction

Kyiv Metro Municipal Enterprise separately specified the amount of funding required to implement the first phase of construction.

According to the enterprise, funding from the city budget amounting to UAH 11,571,094.53965 thousand is required to carry out the construction work within the deadlines stipulated by contract No. 466-ДБМ-24 dated August 14, 2024. In other words, the amount is approximately UAH 11.57 billion.

The total cost of the work under the contract is UAH 13,784,999.996 thousand, or almost UAH 13.8 billion.

To implement the first stage of construction of the facility, including carrying out the construction work within the deadlines stipulated by contract No. 466-ДБМ-24 dated August 14, 2024, funding from the city budget amounting to UAH 11,571,094.53965 thousand is required

At the same time, the actual possibilities for financing the project depend on the capital's budget and the relevant city programs.

How much money has been earmarked for the metro in 2026

Kyiv's Economic and Social Development Program for 2026 provides UAH 1,685,521.0 thousand for the construction of the Syrets-Pecherska line section from "Syrets" to Vynohradar, including an electric depot in Kyiv's Podilskyi district. This is substantially less than the total amount of funding that, according to the metro's calculations, is needed to complete the first stage within the deadlines stipulated by the contract.

At the same time, in its written response, the enterprise did not provide the approved funding amounts for the following years. The amounts that Kyiv will be able to allocate for continuing construction in 2027, 2028, and 2029 will be determined separately.

When could construction of the metro to Vynohradar be completed

Although construction workers and other specialists are working on building and equipping the new subway stations—"Mostytska" and "Varshavska"—the exact day on which they will be ready to receive their first passengers depends on further financing of the project. Meanwhile, the amounts of budget expenditures for 2027–2029 have yet to be determined במסגרת future economic and social development programs for the capital.

The pace of work is also seriously affected by restrictions related to martial law.

At the same time, as of August 2026, construction of the first stage is continuing: some of the main structures have already been built at the future stations, station facilities are being fitted out, and utility networks necessary for the further construction of the line toward Vynohradar are being relocated.

The metro to Vynohradar has been under construction for years: how the timelines, contractors, and project cost have changed

Plans to extend the Syrets-Pecherska line from "Syrets" station toward Vynohradar were included in the city's strategic documents even before actual construction began. In the Kyiv Development Strategy Implementation Plan, construction of the section from "Syrets" to Vynohradar, with an electric depot in Podilskyi district, was listed as a separate transport project that was planned to begin in 2016 and be completed in 2023. The work was to be financed from the city budget and other attracted funds.

However, the capital was two years late in starting: the municipal enterprise "Kyiv Metro" held a tender for construction of the first stage only in 2018. At that time, the project involved the section from "Syrets" to "Prospekt Pravdy" with two stations, "Mostytska" and "Prospekt Pravdy," as well as a branch toward the future "Vynohradar" station. It was won by PJSC "Kyivmetrobud." The contract with the company was signed on November 20, 2018.

Actual work began in 2019. In March, the city authorities were already able to show the construction site to the media. In addition, work began on setting up an advance chamber for technological equipment. At the time, the project was presented as one of Kyiv's key transport construction projects.

In July 2021, the Kyiv City Council reported that the Mostytska and Prospekt Pravdy stations were being built on schedule. Work was in full swing at six construction sites, while the Halyna tunnel-boring complex was operating between the future stations.

It is worth noting separately that the then-incumbent head of the metro, Viktor Brahinskyi, stated that the contractor had not requested any changes to the deadlines and that the work was expected to be completed by the end of 2021.

However, it was not possible to meet this deadline. In addition to problems with the pace of construction, there was Russia’s full-scale invasion, martial law, and budgetary constraints.

In addition, a conflict arose between the project commissioners and Kyivmetrobud. It quickly moved into the judicial sphere, and relations with the company were terminated because of the excessively slow pace of work. Thus, in 2023, the joint-stock company and subcontractors stopped construction work altogether. The company made the corresponding decision following the ruling of the Commercial Court of Appeal of November 9, 2023, in case No. 910/13227/22.

At the same time, the city revised the project itself. After that, Kyiv decided to conclude an agreement with LLC KB Teploenerhoavtomatyka to adjust the design documentation. The updated document underwent a state examination and received a positive expert report on December 20, 2023. Following this, the authorities began preparing a new tender to select another contractor.

The Kyiv Metro municipal enterprise announced a new procurement procedure in May 2024. It concerned the continuation of construction of the same first stage of the Syretsko-Pecherska line to Vynohradar.

And in August 2024, the city concluded a new contract. The winner was Avtostrada Group of Companies LLC. The cost of the work was set at UAH 13.785 billion, and the contract stipulated a completion period of 30 months. At the time the contract was signed, the city reported that it was first necessary to obtain the required permits and transfer the construction sites to the new contractor.

But the Avtostrada team did not arrive at an empty site. By the time the new contract was concluded, the right running tunnel, approximately 1.25 km long, between the area of the future Mostytska station and Syrets, the main structures of the running-tunnel ventilation unit, part of the enclosing structures, a combined traction substation, and individual sections of the two-level tunnels had already been completed.

Toward the end of December 2025, Kyiv Mayor Vitali Klitschko reported that completion of the main structural work at the Mostytska metro station was expected in 2026.
