Ukraine plans to launch a unified electronic system to automate the process of obtaining business permits and licenses by 2026. The project aims to simplify the regulatory environment and is a condition for EU funding.
By the first quarter of 2026, Ukraine plans to create a unified electronic system to automate the process of obtaining permits, licenses and approvals required by businesses.
This was stated by Olena Shulyak, chairman of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, during the event, UNN reports .
By the first quarter of 2026, Ukraine will create a unified electronic system that will automatically generate and regulate all information on permits, licenses, and necessary approvals that any business in Ukraine must use. In addition, it is planned to reduce the number of inspections that businesses are required to undergo through the introduction of an appropriate insurance policy
She noted that without this, Ukraine risks losing the possibility of further funding under the EU's Ukraine Facility program.
The creation and launch of these services should improve the regulatory environment for business and is one of 150 indicators of the program, which provides the country with an average of EUR 450 million.
Shulyak said that the imperfect regulatory environment that complicates the work of business includes more than 100 mechanisms, such as licenses, permits, approval documents, etc.
