Ukraine risks losing 680 million euros in EU aid due to unfulfilled reforms - media

Ukraine risks losing part of the European Union's financial assistance for the first time due to the untimely implementation of reforms stipulated by the Ukraine Facility program. This follows from the European Commission's response to a request from Radio Liberty, reports UNN.

Details

As a spokesperson for the European Commission reported, two stages related to previous tranches of aid that Kyiv has already received currently remain unfulfilled.

"There are two steps related to the 4th and 5th tranches that were not completed on time. The amounts associated with these tranches have been 'suspended.' This means they have not yet been paid," the European Commission explained.

This concerns nearly 300 million euros within the fourth tranche and over 380 million euros within the fifth.

According to a European Commission official, the item regarding "increasing the number of staff of the High Anti-Corruption Court" remains unfulfilled in the fourth tranche. In the fifth, it is the item regarding the "entry into force of legislation on the review of judges' integrity declarations and the procedure for their verification."

The final deadlines for meeting these conditions are June 30 and September 29, 2026, respectively. The European Commission emphasizes: if Ukraine does not fulfill these requirements on time, the procedure for the final reduction of payments, provided for by the Ukraine Facility regulation, may be applied.

At the same time, Brussels emphasizes that the Ukraine Facility mechanism provides for certain flexibility due to the war.

"A flexibility mechanism was introduced for Ukraine. This was provided for by the regulation – there is a certain amount of additional time for the implementation of reforms," the European Commission explained.

They also stressed that despite the difficult circumstances, Ukraine is demonstrating "significant progress" in implementing reforms.

Recall

The Ukraine Facility program provides for 50 billion euros in aid to Ukraine until 2027. Payments are directly linked to the implementation of reforms and indicators agreed upon between Kyiv and the EU.

On Monday, June 8, the European Commission approved the next payment to Ukraine in the amount of 2.8 billion euros within the Ukraine Facility.
