The Trump administration has imposed an energy blockade on Cuba and expanded sanction pressure on the island, including through an executive order released on Friday, while simultaneously conducting negotiations with the regime.
But Trump and other administration officials emphasized that "any deal on economic reforms could satisfy them at this point," the publication writes.
While administration officials also stated that some high-ranking Cuban officials would have to resign, "the general message they conveyed is that full regime change may have to wait," the publication indicates.
