The Rada proposes to increase liability for VLK and TCC for violations during mobilization

Draft Law No. 12442 provides for up to 8 years in prison for violating the mobilization and medical examination procedures. Liability will apply to officials of the TCC and VLK.

The Verkhovna Rada Committee on Law Enforcement has recommended the adoption in its entirety of Draft Law No. 12442, which introduces criminal liability for personnel of Territorial Recruitment Centers and members of military medical commissions for violations related to mobilization and medical examinations. This was reported by UNN with reference to the parliamentary press service.
Details
Draft Law No. 12442 provides for criminal liability for the following violations:
- violation of the procedure for conducting a medical examination (military medical expertise) to determine fitness for military service based on health status (new Article 337-1 of the Criminal Code of Ukraine);
- violation by a military official of the procedure for conscripting citizens for military service (new Article 426-2 of the Criminal Code of Ukraine).
The draft law also expands the scope of subjects of the corruption-related criminal offense provided for in Article 368-5 of the Criminal Code of Ukraine ("Illicit Enrichment") by extending the specified norm to chairpersons, their deputies, members, and secretaries of military medical commissions (VLCs).
The punishment provided for these offenses is imprisonment for a term of 3 to 8 years, with the deprivation of the right to hold certain positions or engage in certain activities for a period of 1 to 3 years.

The Ombudsman's Office received 6,127 appeals regarding mobilization violations in 2025. In 2022, there were 18 such appeals.
