No World Cup matches were being broadcast at the time of the shooting; the only match of the day at the tournament ended around 2:00 p.m. local time (00:00 GMT).
"One victim was pronounced dead at the scene. The second victim was taken to a local hospital with life-threatening injuries," San Jose police said in a post on X.
"This incident is being investigated as a homicide. Several surrounding streets in the area are closed," the statement said.
The incident occurred at San Pedro Square, one of several locations in the San Francisco Bay Area where huge crowds gathered for lively "watch parties" where World Cup matches were shown on large screens.
The San Francisco Bay Area has already hosted five World Cup matches, the most recent being a match on Wednesday between Bosnia and co-hosts the United States.
A Reuters journalist at the scene saw a large number of police officers, several police cars, and a person on a stretcher partially covered with a white sheet, being hastily carried from the scene by people in uniform.
After the incident, the scene was cordoned off, and most bars in the area were closed.
A security guard said she saw a victim in serious condition.
"The person was still moaning and screaming. There was blood around his neck and upper back," she said. "Police spoke with security and several witnesses."
There are several dozen fan zones in the San Francisco Bay Area.
