The RF is sabotaging prisoner exchange agreements and blaming Ukraine for it. Ombudsman Lubinets stated that the process is being used to conduct psychological operations (IPSO).

The Russians are stalling the "1000 for 1000" exchange process, despite the agreements reached. This was reported by UNN with reference to the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.

Sometimes I am simply amazed at how cynically they act. Lubinets added: Ukraine does everything in advance. In particular, lists of the severely wounded, the seriously ill, and those held in captivity the longest are handed over.

Dmytro Lubinets also stated that there are clear priorities in the exchange process: first and foremost, the return of the severely wounded and seriously ill. The second priority is that those who have been in captivity the longest should return the fastest.

At the same time, it is unknown whom the Russians will actually bring, as there is no logic in their actions, the Ombudsman added.
