Payment to the institution’s account: the director of the capital’s Perinatal Center clarified the situation regarding paid services

Kyiv Perinatal Center officially provides paid services, payment for which is made exclusively through the cashier to the institution’s account. Director Dmytro Hovsiev denied any ties to the company "Medlife," which was a subtenant of the premises.
Kyiv Perinatal Center officially provides paid services, payment for which is made exclusively to the facility’s account. This is stated in a post by Dmytro Hovsyeiev, director of the Municipal Non-Profit Enterprise "Perinatal Center," reports UNN.
"Yes, the Perinatal Center provides paid services — this is official. A patient may choose a doctor or stay in an improved ward. Payment for this is made officially, through the Perinatal Center’s cashier, to the facility’s account. Only in this way. Currently, almost half of the women giving birth at our facility use such services," Dmytro Hovsyeiev said.
He also explained how cooperation with other medical institutions, including private ones, takes place.
"The Perinatal Center, just as the 5th Maternity Hospital did before the merger, has cooperated and continues to cooperate with many medical institutions, including private ones, within the framework of framework agreements (memoranda). Let me explain: when necessary, these institutions refer their patients to us. Such agreements are not about money — partner institutions know that they can refer a patient to us who needs assistance, for example, due to complications during pregnancy. We accept such patients on general terms: if a woman is covered by the medical guarantees program, the services provided for by state programs are provided to her free of charge," the director of the Perinatal Center explained, adding that he was unaware whether other medical institutions charged patients an additional fee when referring them to the Perinatal Center.
Dmytro Hovsyeiev also said that he was unaware of whether patients had paid for services to any private companies, including the "Medlife" firm, during the reorganization of the 5th Maternity Hospital and before its final merger with the Perinatal Center. The reason is that he left the 5th Maternity Hospital in November 2023 and, until being appointed director of the already merged facility, worked at the Perinatal Center (the former 7th Maternity Hospital on Predslavynska Street).
"After November 2023, a liquidation commission operated at the 5th Maternity Hospital, dealing with the reorganization of the facility for its subsequent merger with the then Perinatal Center," Hovsyeiev said.
Responding to allegations by certain media outlets, the director of the Perinatal Center also said that the aforementioned "Medlife" company, to whose account patients allegedly paid for Perinatal Center services, had been a subtenant of premises that, since 2012, had been leased by the LLC "Research and Development Institute ‘Zhyttia’" in accordance with an official agreement approved by the Kyiv City State Administration.
"When I took charge of the merged Perinatal Center, I learned that the LLC "Research and Development Institute ‘Zhyttia’" (which had leased the premises of the 5th Maternity Hospital since 2012) had subleased the rented premises to the LLC "Medlife." Under the terms of the agreement, the "Research and Development Institute ‘Zhyttia’" had the right to lease the premises to a third party provided that the nature of the activities was maintained. The lease agreement with the "Research and Development Institute ‘Zhyttia’" had been in effect for many years and had been approved by all relevant departments of the Kyiv City State Administration.
Ultimately, the agreement with the "Research and Development Institute ‘Zhyttia’" was not extended, so the subtenant could no longer use the respective premises. Currently, the Perinatal Center uses these premises for its own needs. No commercial entities conduct their activities there.
I have never had and do not have any ties to the LLC "Medlife" and in no way facilitated its commercial activities on the premises of the Perinatal Center or outside them," Hovsyeiev emphasized.
