Artem Sytnyk, Deputy Head of the NACP, said that previously more than 99% of declarations were not systematically checked due to limited resources, but with the new legislation and approaches, this will change. Now, a significant part of the declarations will be evaluated automatically, which will make the verification more efficient.

Previously, in fact more than 99% of declarations were not covered by the NACP's systemic control. This was was announced by Deputy Head of the NACP  Artem Sytnyk during a briefing on the topic: "New approach of the NACP to the selection and verification of declarations", the correspondent of UNN.

According to Artem Sytnyk, the law that restored declaration also gave the NACP the opportunity to change its approach to verifying declarations. He said that previously, the NACP managed to verify only a small percentage of the 800,000 declarations it received, as it was obliged to conduct a full verification of declarations from people holding the highest positions - the President, members of the government, parliament, heads of state bodies, etc. However, according to Sytnyk, due to the NACP's limited resources and the huge pool of declarations, the NACP managed to verify only a thousand declarations.

Basically, it was were always the same people, the same members of parliament, because after the the end of the declaration campaign, everything started all over again. That is, we started with the President, went down the hierarchy of declarants, and when the period ended, a new one a new period would start and we would actually return to the starting point. In fact, more than 99% of declarations were not covered by the NACP's systemic control. These declarations came to the NACP's attention only after it received appeals from individuals, legal entities regarding violations, or journalistic investigations on a particular MP, including investigative materials of regional media etc

He noted that the law has changed and the word "mandatory" has disappeared.

The law now uses the concept of full verification of declarations. This makes it possible to actually change the approach to conducting audits and make it flexible and risk-oriented. What does this mean? When the obligation to file declarations was suspended and full audits were suspended, we focused on lifestyle monitoring. In addition, we tried to use this pause to develop an IT base, to create IT products that would ensure the feasibility and implementation of this risk-oriented approach .

He noted that today all declarations that will be submitted during the declaration campaign will be covered by the NACP and virtually all declarations will be automatically evaluated.

We estimate that of the 1 million declarations we expect during one declaration campaign, approximately a third of declarations will be automatically verified. We will primarily deal with deal with declarations that have obvious risks, and therefore the response rate will be higher to those declarations that will be fully verified will be much higher than before. much higher than it was before
