Driving under the influence and taking photos in a cemetery — such information about Volodymyr Bilyi, a doctor at the capital's Perinatal Center, was disclosed by Maria Barabash, leader of the "Sprotyv" (Resistance) public movement. The facility has already reacted to the ambiguity and possible unethical behavior of the medic, UNN reports. 

Maria Barabash reported that Volodymyr Bilyi is the son of Viktoria Bila, who headed the capital's Perinatal Center for years. Patients in reviews describe Volodymyr himself, who works as an obstetrician-gynecologist, as a "calm professional" and an "ideal doctor." However, the activist points to facts that contradict this image. 

On December 20, 2016, at approximately 8:40 PM, according to the court register, Bilyi was driving a car in central Kyiv with signs of alcohol intoxication. The case summary explicitly mentions a road traffic accident (RTA) diagram. Having caused an accident under the influence of alcohol in the center of Kyiv, the medic did not simply refuse to present documents upon the legal request of the police, but "tried to get behind the wheel and continue driving." That is, while intoxicated, he attempted to flee the scene, putting pedestrians and other drivers in mortal danger. As a result, he received a fine of 136 hryvnias. A symbolic punishment for a story that could have had completely different consequences for anyone else,

According to the activist, it follows that such a disproportionate punishment might have been assigned due to the influence of Volodymyr's mother or his grandfather, who was, according to Barabash's information, a "police chief." 

Another fact highlighted by the leader of the "Sprotyv" movement is the photos of entertainment in a cemetery that Bilyi publishes on social media. 

He also publishes photos on his social media where he is having fun and taking pictures in a cemetery. For a person working in a field where trust, ethics, and responsibility should be the foundation of the profession, these are not "trifles" or "youthful indiscretions." These are markers of a worldview, behavior, and a sense of impunity,

The current director of the Perinatal Center, Dmytro Govseiev, reacted to the information disclosed by Barabash. 

First of all, I want to say: I do not support any behavior by a doctor that could discredit the medical profession or undermine patient trust. A doctor is not just a diploma and professional skills, but also responsibility, ethics, and humanity. Especially when it comes to people's safety, respect for the memory of the deceased, or the moral principles that society expects from medics. I sincerely empathize with Viktoria if she had to experience pain, disappointment, or humiliation. For me, the main thing is the reputation of the Kyiv Perinatal Center, patient trust, and professional responsibility to the people. If the facts presented in the publication are true, such behavior is unacceptable,
