The permits issued concerned, in particular, the process of the company's withdrawal from Russia and the use of frozen funds to pay utility bills of companies under sanctions.

Such authority may allow a sanctioned person to use frozen funds to make property-related payments

-said Pia Sarivaara, head of the Foreign Ministry's sanctions department.

Addendum

Another large category of sanctions evasion granted by the Finnish Ministry of Foreign Affairs is permits for companies to leave Russia.

When a Finnish company sells its subsidiary in the Russian Federation, and if it transfers sanctioned products to the new buyer, this transfer of products to the new owner must be authorized

- Sarivaara explained.

Recall

The UK government has set up a new agency OTSI to enforce sanctions against Russia, which should start operating next year to prevent sanctions evasion and provide advice on sanctions compliance.
