Ukraine begins paying compensation to citizens for homes destroyed by Russia

Ukraine is starting to pay compensation to those Ukrainians whose homes were destroyed by the Russians. As of today, more than 1500 applications have been approved. This was announced on Wednesday by Deputy Prime Minister for Reconstruction, Minister of Community Development, Territories and Infrastructure Oleksandr Kubrakov, UNN reports .

As the official clarified on Facebook, anyone who has already received a housing certificate can now reserve funds to buy a house or apartment through the Diia app.

What does "reserve funds" mean?

This is necessary for the system to know that you are planning to purchase a home. Within 5 business days, you will receive a confirmation in the Diia app that the funds have been reserved.

After that, you have 30 days to finalize the purchase and sale agreement for the new home. If you fail to do so within this time, you will need to reapply for a reservation of funds in Diia.

Prior to concluding an agreement to purchase a home under the certificate, you must terminate the ownership of the property that was destroyed. This can be done by a notary who has the authority of a state registrar  or at the ASC. This procedure does not require complicated actions:

- Statement,

- a document certifying ownership,

- a technical report on the complete destruction of property issued by a commission of local authorities.

According to Kubrakov, you can buy any apartment or house - primary or secondary - in any region of the country, regardless of where the destroyed property is located. "If the cost of the property you choose is higher than the cost of the certificate, you can pay extra from your own funds. At the same time, it is possible to combine several certificates to purchase one property. If the value of the real estate is less than the face value of the certificate, you will be able to receive the difference after the procedure for collecting reparations from the Russian Federation is adopted," the Deputy Prime Minister said.

"As of today, 1,636 certificates have been issued for more than UAH 3 billion. Compensations will be made within the available funds on the non-budget account of the Ministry of Infrastructure until it is closed," Kubrakov said.

According to him, at this stage, the certificate can only be used to buy an apartment or house. "But in January-February, we expect to be able to sell the certificate for the purchase of building materials and ordering work for those who want to build a new house on their own, on their own land plot," he said.

Also, according to the official, a pilot project to inspect housing in the temporarily occupied territories is underway. "In the first quarter, we expect the first results, which will be possible to scale to other TOTs," he said.
