Parliament has approved amendments to the law on civil service: how will this affect salaries

The Parliament has approved amendments to the law on civil service. The time spent in the positions of heads of military administrations will be counted towards the civil service record, which affects the salaries of officials.

"№9478 - crediting the time of work in the positions of heads of military administrations and their deputies to the length of civil service - as a whole (254)", - the MP wrote in Telegram.
The authors of the draft law call the purpose of streamlining the issues of assigning ranks to civil servants, in particular those who are performing military service, as well as crediting certain periods of work in temporary state bodies to the length of civil service.
What the draft law envisages
In particular, the draft law provides for changes regarding:
- the possibility of assigning higher ranks to civil servants during their civil service in accordance with the ratio of such ranks to other special ranks;
- crediting to the length of civil service the time of work in the positions of heads of military administrations and their deputies, heads of military administrations of populated areas and their deputies, as well as employees of these administrations who have concluded an employment contract, if prior to being appointed to such positions, the person was in the civil service or service in local self-government bodies and after dismissal returned to the civil service or service in local self-government bodies.
The document also contains technical changes aimed at resolving issues of the relationship between the ranks of civil servants and other special ranks.
What about salaries
People's Deputies from "ES" indicated that they allegedly significantly increased salaries in certain ministries.
At the same time, according to the accompanying documents to the draft law, the new version stipulates that state employees of the Verkhovna Rada apparatus who have acquired the right to establish an allowance for length of service in the civil service in excess of 30% of the official salary, such allowance is retained after this law comes into force during their work in the parliament apparatus.
The changes also apply to employees of court staff.
As MP Olena Shulyak noted, this draft law is one of those aimed at changing the system of remuneration of civil servants.
According to Shulyak, by the first quarter of 2025, officials should reform the system of remuneration - salaries will be accrued not for length of service, but on the basis of job classification. These changes are one of the criteria for fulfilling the requirements of the Ukraine Facility program, under which Ukraine receives EUR 50 billion from the EU by 2027.
According to Shulyak, the latest steps in the implementation of the public administration reform are draft laws No. 6504, No. 9478, No. 4298.
The first one provides for a transparent procedure for competitive selection, evaluation of work results, fair remuneration, etc.
The second one is on streamlining the assignment of ranks to civil servants, in particular those who are performing military service, as well as on crediting certain periods of work in military administrations to the length of civil service.
The third one is on the introduction of local administrations of the prefectural type. The new concept for Ukraine "prefect" is about supervising the legality of decisions of local self-government bodies.
The next step in the implementation of the civil service reform should be the draft law No. 8222 on amendments to the law "On Civil Service", which will allow forming a new approach to the remuneration of civil servants, Shulyak explained.
