The Strategic Partnership Agreement between Moscow and Pyongyang provides for cooperation in the areas of counterterrorism, tourism, healthcare, education, agriculture, and joint military exercises.
It is noted that one of the main provisions is the obligation of the Russians and North Koreans to immediately provide military and other assistance if either country is attacked or is in a state of war.

The foreign ministers of Russia and North Korea held talks in Moscow to discuss deepening military cooperation. North Korea has threatened to launch a strike in response to the alleged preparations by Western countries.
