Residents of Fujikawaguchiko accuse mostly foreign tourists of throwing garbage and parking illegally in search of the perfect photo.
The image in question shows a mini-market in the foreground, with Japan's most famous landmark rising behind it.
The combination of a towering volcano and the banal look of one of Japan's most common stores has made Fujikawaguchiko a popular spot for photos, with a local official telling AFP that the place has gained "a reputation for being a very Japanese place.
They added that the city in the Yamanashi region was on the verge of madness because of this behavior, with some tourists even climbing onto rooftops to get the perfect shot.
The construction of the 2.5 m (8 ft) and 20 m (65.6 ft) long net - or the same length as a cricket field - will begin next week.
